Outcomes you can check, down to the company number.
Omose adds a new outcome to the apprenticeship: a young person who owns part of a working business. Every start, every fund payment and every new owner is recorded as it happens.
Two problems. One system.

Omose places people aged 18 to 30 inside businesses run by owners who want to grow or step back. Each pair works towards a new owner.
A route the UK doesn't have yet.
On 4 November 2026 we could find no UK programme that places a young person in an unrelated small business at the going rate, holds a fund in escrow and contracts the owner to make them an owner.
Each new owner then agrees to host the next apprentice, so every cohort helps to create the one after it.
Built to be measured from day one.
- Young people starting
- Young people still in work
- Pay against the going rate
- New owners
- Businesses still trading a year on
- Jobs created by new owners
- New owners hosting the next apprentice
We plan to have the founding cohort independently evaluated, and to publish what it finds.
Built for scrutiny.
You see only the people you fund, and only what each has agreed to share. Small groups stay hidden, so nobody can be identified. Records are only ever added to, so nothing can be quietly rewritten.
See the whole model.
The pilot pack covers the model, the measures, the budget and the risks. We will work with two or three partners on the founding cohort.
